University of Arizona Guidelines for the July 1, 2004 General Adjustment Salary Program for
Classified Staff and non-faculty Appointed Personnel
Eligibility
- All benefits eligible Classified Staff and non-faculty Appointed Personnel, (excluding those with Continuing or Continuing Eligible status) on the payroll as of June 30, 2004 are eligible for the General Adjustment.
- The following categories of employees are not eligible: 1) Graduate Assistant/Associate employees, 2) Student employee groups A, B and C, 3) Faculty and Administrators, 4) non-benefits eligible Classified Staff and non-faculty Appointed Personnel, and 5) otherwise eligible employees who have received a less than satisfactory performance rating and/or disciplinary action for the relevant performance period.
Individuals on a Leave of Absence
- Eligible employees who are on a paid leave of absence on July 1, 2004 will receive the increase on July 1, 2004.
- Eligible employees who are on an unpaid leave of absence on July 1, 2004 will receive the increase upon return to paid status; this must be considered in the original allocation process.
Classified Staff Exceeding the Pay Range
- For Classified Staff employees, the University will waive the restriction on exceeding the pay range maximum; therefore, Classified Staff employees who are at, near, or beyond the pay range maximum will receive this General Adjustment to their base salary.
Centralized Budgetary Allocation and Processing
- It is University policy to compensate all individuals consistently regardless of the source of position funding. Allocation of the $1,000 salary adjustment, prorated by FTE, has been made for employees funded by state and locally budgeted allocated accounts. Individuals funded through other sources, including grants, cash style or auxiliary accounts, will receive the General Adjustment unless there is insufficient funding. Unit administrators should take action to assure that eligible employees receive equivalent General Adjustments as soon as funding is available from the respective source(s), which should be no later than July 1, 2005. General Adjustment increases may not be implemented retroactively.
- All General Adjustment increases will be processed automatically by Systems Control, regardless of the funding source. The Verification Worksheets will be distributed to deans and vice presidents no later than June 24, 2004.
- Department administrators must take action to identify positions for which there is insufficient funding or to suppress any increase due to documented unsatisfactory performance. Requests to defer any increase must be documented on the Verification Worksheets. For increase deferrals, please write in 'insufficient funding' and the projected date the increase will be awarded. For increase suppressions, please write in 'suppressed due to unsatisfactory performance'. These requests must be received by Systems Control no later than the close of business June 30, 2004.
- Individuals on a Temporary Special Assignment: To increase the permanent lines for individuals on temporary special assignments, and who are funded from state or budget style accounts, submit an RBC to Systems Control no later than the close of business June 30, 2004, so that funding is in place when the individual returns to his/her prior position.
- The General Adjustment will not be funded for vacant lines and cannot be concurrently supplemented, regardless of the potential supplemental funding source.
