1. What is the effective date of General Adjustment Rate Increase?

The General Adjustment Rate Increase will be effective on June 8, 2002.





2. What are the eligibility requirements to receive the June 8, 2002 General Adjustment Rate Increase?

All University of Arizona employees (excluding Student Group A, B, and C) with a hire date of June 7, 2002 or earlier are eligible for the June 8, 2002 General Adjustment Rate Increase.





3. Are students in Student Group A, Student Group B, and Student Group C positions eligible for the General Adjustment Rate Increase?

Student Group A, Student Group B, and Student Group C employees are ineligible for the June 8, 2002 General Adjustment Rate Increase. Students may receive one of several types of increases before or after the pay adjustment moratorium, which runs from June 3, 2002 to June 30, 2002. Depending upon the student's circumstances, and subject to available funding, one of the following increases may be considered: longevity increase, equity increase, career progression increase, probationary increase, or promotion/reclassification increase.





4. Will this General Adjustment Rate Increase be paid in one lump sum or will it be added to my current pay rate?

This General Adjustment Rate Increase will not be paid in one lump sum, and will be added to your current pay rate.





5. How much will I receive in my General Adjustment Rate Increase?

The General Adjustment Rate Increase is $1,450 annually, pro-rated by FTE.





6. Are ancillary employees eligible for the General Adjustment Rate Increase?

All regular and all ancillary Classified Staff and Appointed Personnel employees are eligible for a June 8, 2002 General Adjustment Rate Increase.





7. How does a department generate a General Adjustment Rate Increase?

General Adjustment Rate Increases will be generated automatically for all eligible employees and will appear on the Processing Reports that will be distributed by Systems Control no later than May 31, 2002.





8. Is an employee who is on an unpaid leave of absence on June 8, 2002 eligible for the General Adjustment Rate Increase?

An individual is not eligible to receive the General Adjustment Rate Increase while on an unpaid leave of absence; however, he/she will receive the General Adjustment Rate Increase upon return to a paid status. Any increase awarded is effective at the beginning of a pay period and may not be administered retroactively. If an individual was paid from state or budget style funding prior to his/her leave status, a Request for Budget Change should be attached to the Processing Reports so that the permanent and/or temporary funding is in place when he/she returns. Consult with Human Resources regarding the process to generate a General Adjustment Rate Increase effective after June 8, 2002.





9. Can the General Adjustment Rate Increase be withheld from an employee?

The General Adjustment Rate Increase is intended to be distributed to every eligible employee - regardless of performance or current rate of pay - and normally cannot be withheld. There are few exceptions:

  • When a retention increase has been granted with the express written provision in the retention increase notification or notice of appointment that the employee would not be eligible for a legislated 2002 General Adjustment Rate Increase.
  • When a new employee has been hired with the express written provision in the offer letter or notice of appointment that the employee would not be eligible for a legislated 2002 General Adjustment Rate Increase.

The Provost or the appropriate divisional Vice President must approve the withholding of a General Adjustment Rate Increase in writing, and this approval must be attached to the completed Processing Reports sent to Systems Control.





10. Is an employee in a non-state-funded position eligible for the General Adjustment?

Individuals funded through other sources, including sponsored programs and local funds, will receive a General Adjustment Rate Increase unless there is insufficient funding; in that case, these individuals should receive equivalent General Adjustment Rate Increases as soon as funding is available from the respective source(s). Any increase awarded is effective at the beginning of a pay period and may not be administered retroactively. To postpone a General Adjustment Rate Increase for an individual not funded by state allocations, i.e., funded by sponsored programs or local accounts, note on the Processing Report that there is currently insufficient funding, and project a date for granting the increase. This is the only circumstance where a General Adjustment Rate Increase can be withheld without prior approval by the Provost or the appropriate divisional Vice President. Any increase awarded is effective at the beginning of a pay period and may not be administered retroactively.





11. Will supervisors notify employees of the General Adjustment amount before the increase is included in the paycheck?

Since General Adjustment Rate Increases are standardized, there is no requirement for a personal notification, unless the department wishes to notify employees.





12. I have a full time Classified Staff employee who has worked at the university for many years and is on Assignment to Special Duty (ATSD) in another title. How is the General Adjustment Rate Increase calculated and processed?

The employee receives the General Adjustment Rate Increase in the ATSD position for as long as the employee is in the assignment. When the employee returns to the original title, the General Adjustment Rate Increase moves with the employee back to the original title. Example: The employee is on Assignment to Special Duty from November 12, 2001 through July 28, 2002. The annualized salary in the 1.0 FTE original title (Widget Maker) is $29,000 and the annualized salary in the 1.0 FTE assignment title (Widget Maker, Senior) is $32,000.

On June 8, 2002, the employee receives a General Adjustment Rate Increase of $1,450, for an annualized salary of $33,450. This is processed using the June 8, 2002 Processing Reports.

On July 29, 2002, the $1,450 General Adjustment Rate Increase moves with the employee back to the original title, for an annualized salary of $30,450. This is processed on the same PAF that terminates the ATSD.





13. Since the General Adjustment Rate Increase is not distributed based on performance, are performance evaluations still required?

As outlined in the 3D memo from the Vice President for Campus Life and the Provost issued in November 2001, it is the responsibility of Deans, Directors and Department Heads to ensure that all individuals receive a performance evaluation annually, regardless of funding for salary increases. In this same memo deans and department heads were asked to have performance evaluations for employees in their areas of responsibility completed by February 25, 2002.

14. How will the Classified Staff pay grades be changed as a result of the June 8, 2002 General Adjustment Rate Increase?

Effective June 8, 2002, the minimum rates for Classified Staff pay grades 12 and 13 will be increased to $8.20 hourly and $17,056 annually. All new hires in Classified Staff job titles in pay grades 12 and 13 will be hired at a rate no less than the new minimum. Classified Staff pay grades 1 through 11 will not change.





15. What are the deadlines for the steps in the General Adjustment Rate Increase process?

Systems Control will distribute the processing instructions and deadlines no later than May 31, 2002.





16. When will General Adjustments appear in paychecks?

The General Adjustment will be included in the June 28, 2002 paycheck. Employees who are required to work on June 8th and 9th will receive the adjusted pay for these days in the June 28, 2002 paycheck. Your departmental payroll representative will receive detailed instructions regarding how to make these adjustments through the PayNews listserv. 17. What are the effective dates of the pay adjustment moratorium?

A moratorium on all other pay adjustments will be effective from June 3, 2002 to June 30, 2002
