A
ABOR - Arizona Board of Regents
Adjusted Hire Date - An adjustment of the most recent
date of employment to reflect a period of inactive status (for
example a Personal Leave of Absence).
Administrative Layoff - Layoff . of a Regular
Classified Staff employee for failure to complete satisfactorily
the Promotion/Transfer Probation Period, as opposed to a
Layoff/Reduction in Force for other reasons.
Administrative Leave - Leave with pay to serve on jury
duty or as a material witness, vote. satisfy annual military
active duty requirements, or to be granted by the President in
cases of emergency.

C
CRL (Candidate Referral List) - List of qualified
candidates compiled by Human Resources and forwarded to
departments with vacant positions.
D
Demotion - A change in the classification of a Classified Staff employee to another classification in a lower pay grade.
Department - The function or the several
functions/programs and activities which are assigned to a
principal who reports to a dean, assistant/associate
vice-president, vice-president or president.
Departmental program - The specific functional portion
of a department which is assigned to a principal who is
immediately and directly responsible for that departmental
function. Such principals typically hold the position of
supervisor, manager, assistant director, etc.
Discharge - Action initiated by the University other
than Layoff/Reduction in Force to end the employment of a staff
employee. The discharge of a Regular Classified Staff employee is
subject to employee appeal.
Disciplinary Probation - The institution of a period of
time (not less than 30 days) during which a Regular Staff
employee's performance or behavior must improve and become at
least satisfactory in order for the employee to retain University
employment. This disciplinary action is subject to employee
appeal.
Due Process - Consideration afforded an employee by
which the employee is informed of the consequences of
noncompliance with a management directive.
E
ETE - See Extended Temporary Employment
ETR - Employee Time Record. The departmental record of
hours worked, or taken as vacation, sick leave, excused unpaid
absence, compensatory time off, etc. This form is for
departmental use, but must agree with the official departmental
Time Roster.
Excused Unpaid Absence - Excused unpaid absence from
work for 28 continuous days or less.
Extended Temporary Employment (ETE) - Employment to
positions expected to be active for not less than six nor more
than 24 continuous months.

FTE - Full Time Equivalency, or the relative percentage
to "full time" which an employee is scheduled to work. For
example, an employee who is scheduled to work 80 hours per
bi-weekly pay period is considered 1.0 FTE, whereas an employee
who is regularly scheduled to work 40 hours per bi-weekly pay
period is considered .50 FTE.

Grievance - The formal complaint of an eligible
Classified Staff employee based on an action or circumstance
regarded by the employee as being unjust- or adverse to the
employee's welfare.

Investigative Suspension - The temporary release from
duty with pay for up to 5 working days of an employee to permit
investigation of an apparently serious incident.
L
Layoff/Reduction in Force - Action initiated by the
University to end a Classified Staff employee's active employment
due to elimination or reduction in funding, reduced or changed
work requirements, or departmental reorganization.
Leave of Absence - The approved, unpaid, period of
absence of greater than 28 calendar days of a Regular Classified
Staff employee.
LOA - See Leave of Absence.

Mediation - Neutral intervention by Human Rescources in
a dispute between employees or an employee and management for the
purpose of bringing about an equitable compromise.
Merit Increase - Increase in pay which rewards
employees whose overall performance exceeds job requirements.
P
Part-Time Classified Staff Employee - Employees in
positions which are regularly scheduled for less than 20 hours
per week and which are expected to be active for more than 6
months.
Position Audit - The examination, verification, and
analysis of a position's duties and responsibilities by a
compensation analyst(s).
PAF (Personnel Action Form) - Computer-generated
document containing employees' position, payroll and personal
information.
Predischarge/Suspension Without Pay Hearing Conference
- Meeting held with a staff employee by management prior to
termination of employment or suspension without pay of the staff
employee to determine if reasonable grounds exist which support
the proposed disciplinary action.
Probation Period - Initial 6 months of Regular Staff
employment which permits assessment of the employee's ability to
satisfactorily perform the job duties. Progressive Discipline
- Constructive disciplinary actions which increase in
severity, including warnings, disciplinary probation, and
disciplinary suspension, and which should be appropriate to both
the seriousness of the infraction or performance deficiency
and/or the repetitious nature of the infraction or
deficiency.
Promotion - A change in the classification of a Classified Staff employee to another classification in a higher pay grade through application of a competitive selection process or a qualified application of the Noncompetitive Selection policy, Classified Staff Human Resources Policy #117.0. Promotion/Transfer Probation - The 3 months immediately
following the promotion or transfer of a Regular Staff employee
to another Regular Staff position which permits the assessment of
the employee's ability to satisfactorily perform the new job
duties.
PSOS - Personal Services Operating System, an
administrative data base used to maintain and update employee
information.
R
Recall Rights - An employee's right to a position
should a vacancy occur in the job classification within the
department or department program(s) from which the Regular
Classified Staff employee was laid off.
Reclassification - A change in the classification of a position resulting from a job audit by Human Resources where it is found that the duties and responsibilities of the position will be changed permanently, materially, and significantly. An employee must meet the minimum qualifications of the new classification in order to be reclassified.
Regrade - A change in the pay grade of a classification to align more closely the classification's pay rate with the University's compensation philosophy.
Regular Classified Staff Employees - Employees of the
University in positions which are regularly scheduled for 20
hours per week or more and that are expected to be active for
more than 6 months.
Rehire - The reemployment of any former employee
following a break in University employment.
Resignation - A voluntary act taken by a staff employee
to end her or his employment with the University.

Supplemental Compensation - Payment for work performed
outside of normal work hours in a department(s) or
classification(s) other than the department or classification to
which the employee is normally assigned.
Suspension - Temporary release from duty of a staff
employee, usually without pay. Suspension without pay of a
Regular Staff employee is subject to employee appeal.
T
Termination - Severance of the employment of a staff
employee regardless of the reason.
Transfer - The movement of an employee from one department or university to another department or university within the same classification or grade. An employee who transfers is eligible for consideration for regular salary adjustments.
